1. in an ideal world, they would have already paid it back tenfold in taxes
2. means testing makes accessing the service more difficult for everyone and, I assume, isn't cheap for the government
3. they're less likely to think that policy is a waste of money if they get to use it
4. if they're a businessperson they probably already receive tons of government subsidies
