maybe consciousness isn't just an emergent property of the central nervoius system, the root of conciousness is not the brain, but rather exists in all living things, and the brain is just one kind of specialized organ that animals use to process information more effectively, and all life itself, on the level of individual cells and physiological systems, on the level of genetic reproduction over aeons, there is both will and intelligence operating at a fundamental level, and our ego brain self is just a temporary surface level phenomena.You can look to many things in nature that would seem to support this, supposedly primitive lifeforms engage in highly rational go directed activity adapting their strategies through trail and error, above and beyond what can be assumed through random mutation / natural selection. I'm not saying this is not a factor in evolution, but not necessarily the only thing that explains adaptation and speciation. For example the order of insects Hymenoptera which include wasps ants and bees, develop genetic adaptations which are fundamentally social and rational , a gendered* and phenotypical division of labour, to our knowledge they do not have an ant caste of genetic engineers who are managing this process... or maybe they do? but even then this assumes a super intelligent hive mind that contemporary brain science cannot account for.
