Those universities that are difusing protests with promised votes or other concessions are more in line with modern forms of counter-insurgency, now that the struggle is in the hands of the bureaucracy they can shuffle it around and control the narrative / stretch out the issue for eternity while the student movement fractures unless those students are able to maintain momentum and adapt to the new situation. Whereas student protests that didn't agree to any compromise still have the initiative.
What's most important is maintaining connections / correspondents between different schools to maintain the intensity, rather than letting the movement be crushed by pen or baton, one school at a time.
